This is by design and this feature is protected by an Access Code. ('123456' is set by default)

In Viking IP Programming tool go to: "Phone Numbers/Phone Codes" tab --> Access Code

In Viking Device Manager go to: "Device Codes" section --> Access Code

If this is set, this code must be entered BEFORE entering the code to activate the relay.

Clear this setting to allow unprotected ability to activate the relay.
